fix: resolve Leios committee pool identities - #3813

Decode opaque BLS voting keys with libblst and match them to pool identities and key state from the set snapshot. This preserves independent committee checks and handles rotated keys correctly. Discover the CLI's libblst dependency on Nix and leave keyless or ambiguous identities unresolved. Retain the failure guard when the workaround is still needed after node 11.2.1.
Add raw CLI checks for current and future committee member details, reporting ledger issue 6245 when the required information is absent. Remove version-based failures from committee helpers and retain decoding as a compatibility workaround. Accept compressed hex keys and null alongside the older Haskell debug representation.
