fix(tests): track Dijkstra invalid transactions - #3815

Conversation
Track missing local-submission support for phase-2-invalid transactions with node issue 6748 in Dijkstra. Update all consensus issue 947 handlers to recognize the Dijkstra errors while preserving earlier-era handling and re-raising unexpected errors.
Rename match_blocker to run_with_query_mismatch_check so its name describes the certificate query error it handles. Share phase-2-invalid error handling across six Plutus call sites, preserving issue selection and propagation of unrelated errors. Keep callable return types intact and remove the obsolete complexity suppression.
