FlipView: flip by dragging the item aside - #4714

…finger Closes #2508. Nothing moves until the pointer has gone the system drag distance along the orientation, so a click or tap still reaches the item, and a move that goes across first is left to whatever scrolls. Let go past half the item or with a flick the same way and it flips, otherwise it springs back. At an end without CircularNavigation it gives a third and never flips. The template shows one item at a time, so the old one leaves to the side and the new one comes in from the other. The offset sits on the root of the presenter's template and the presenter clips, which keeps the Metro index whole. IsSwipeEnabled turns it off, and the gallery page has it as an option.

Closes #2508.
The item of a FlipView can now be dragged aside with the mouse, a pen or a finger. It only starts to move once the pointer has gone the system drag distance along the orientation, so clicks and taps still reach the item, and a move that goes across first is left to whatever scrolls. Let go past half the item or with a flick the same way and it flips, otherwise it springs back. At an end without
CircularNavigationit gives a little and never flips.IsSwipeEnabledturns it off. It does not depend onIsNavigationEnabled, so a flip view without buttons can still be swiped.
