mpt-crypto and mpt-crypto-sys 0.1.0 → 0.2.0:mpt_decrypt_amount takes 3 arguments instead of 5, and decrypt_in_range is removed. Below 1.0 a minor bump is the breaking one, so ^0.1 users, including xrpl-rust 1.3.0, stay on 0.1.x.
mpt-crypto-sys is pinned to mpt-crypto 1.1.0-rc1.
This PR also rewrites the Release Process section of CONTRIBUTING.md, which predated the mpt-crypto crates: choosing versions, the release PR, publishing the three crates in dependency order, and tagging.

cargo publish --dry-run -p mpt-crypto-sys -p mpt-crypto -p xrpl-rust packages and verifies all three crates.
Bump xrpl-rust to 2.0.0, and mpt-crypto and mpt-crypto-sys to 0.2.0,
including the version requirements the crates place on each other.
Both releases are breaking: SubmissionFailed became a struct variant and
decryption moved to BSGS, and mpt_decrypt_amount takes 3 arguments.
Below 1.0 the minor version is the breaking one.
Also rewrite CONTRIBUTING.md's Release Process section, which predated
the mpt-crypto crates: choosing versions, the release PR, publishing in
dependency order from the merged main, and tagging.

Full details: Description check
Explanation
The description fills in the template's main sections. It gives a high-level overview, lists the breaking changes per crate with the reasons for each version bump, and explains the CONTRIBUTING.md rewrite. It checks the Documentation Updates and Release boxes and gives a concrete test plan with a dry-run publish command. The Before / After section is absent, and the template's Breaking change box is not checked even though the author describes breaking changes. The description also does not link the Asana task, which the template marks as optional. These gaps are minor.

Keep release validation tied to committed files.
--allow-dirty lets Cargo package uncommitted changes. A maintainer can therefore validate files that are not in the release PR. Remove --allow-dirty, or fail the check when the worktree is not clean. (doc.rust-lang.org)

High Level Overview of Change
Release xrpl-rust v2.0.0, with mpt-crypto and mpt-crypto-sys v0.2.0.
Context of Change
The release has breaking changes, so every crate takes a breaking bump:
XRPLSubmitAndWaitException::SubmissionFailedis now a struct variant (feat: Restructure SubmissionFailed to carry a typed result_code #366), and confidential MPT decryption moved to BSGS, replacingdecrypt_balance_in_range(feat: decrypt Confidential MPT amounts with mpt-crypto's BSGS solver #375).mpt_decrypt_amounttakes 3 arguments instead of 5, anddecrypt_in_rangeis removed. Below 1.0 a minor bump is the breaking one, so^0.1users, including xrpl-rust 1.3.0, stay on 0.1.x.mpt-crypto-sysis pinned to mpt-crypto 1.1.0-rc1.This PR also rewrites the Release Process section of
