This PR resolves a TODO to remove the legacy QSettings migration logic.
Deleted qtstate.h and qtstate.cc
Removed migrateQtState and migrateQtHeaderState from inistate.cc
Removed associated unused test blocks (test_qt_state_blobs and fromHex) from test_cabana.cc
