Update dependency certifi to v2026.10.18 [SECURITY] - #210
Certifi versions before 2026.10.18 include the emSign ECC Root CA - G3 root certificate in their bundled CA store. Eight eMudhra intermediate CA certificates that chain to this root have compromised private keys and the CA has revoked them.
An attacker with one of the compromised keys can issue valid-looking certificates for any hostname. If the attacker is also on-path, they can intercept or modify TLS traffic from clients that trust the certifi bundle. Examples include requests, urllib3 and pip, and the Python.org macOS installer.
Certifi 2026.10.18 removed all emSign roots from the bundle. Certifi 2026.10.19 restored the emSign roots that are not affected. Upgrade to 2026.10.19 or later, and rebuild container images that vendor certifi.
Refreshed the development dependency set and updated the certificate validation package. These maintenance changes do not affect app features or behavior.
The development requirements lockfile now identifies Python 3.13 as its compile-time version. It updates the certifi pin and removes several dependency entries.
Changes: Development Requirements
Layer / File(s)
Summary
Update development requirements lockfile requirements-dev-py39.txt
The header changes the compile-time Python version from 3.9 to 3.13. The certifi pin changes to 2026.10.18 with updated hashes. The lockfile removes exceptiongroup, importlib-metadata, tomli, and zipp. The typing-extensions entry remains with reduced provenance. Idna, tomlkit, and urllib3 remain.
The py39 development environment can no longer install its dependencies, so the py39 test job fails before any tests run. Regenerate requirements-dev-py39.txt with Python 3.9 so the missing pinned dependencies and hashes return, then rerun CI.

Use certifi 2026.10.19 or later.
Version 2026.10.18 removes all emSign roots. This can make valid TLS connections fail when they use unaffected emSign roots. The PR objective identifies 2026.10.19 as restoring those roots. Update the pin and both hashes to 2026.10.19 or later.

tox.ini runs the py313 environment. That environment inherits deps=-rrequirements-dev-py313.txt from [testenv]. The lock file still pins certifi==2026.7.22, which this PR replaces in the py39 lock. The two environments now install different certifi versions.
Regenerate requirements-dev-py313.txt with the same pip-compile --generate-hashes workflow used for the py39 lock, so that certifi and its hashes match the requirements-dev-py39.txt pin. The PR description recommends 2026.10.19 or later. Choose one version for both lock files. If the py313 environment should stay on the older version, document that decision in the repository.

Regenerate this lockfile for Python 3.9.
requirements-dev-py39.txt is consumed by tox -e py39, but the lockfile now records a Python 3.13 compile. This resolution removes importlib-metadata, while isort==6.1.0 requires importlib-metadata>=4.6.0. Pip therefore fails in --require-hashes mode before the py39 tests run. Regenerate the file with the Python 3.9 lock workflow so the required pinned dependency and hash are present.
