Skip unnecessary CI for Dockerfile-only and config-only MintMaker PRs - #128

Add paths-ignore filters to code-coverage and linter workflows to avoid running Go tests and linting on Dockerfile.rh, docs, and devcontainer changes. Extend branch coverage to release/* branches. Image updates are already validated by Konflux.
Exclude community Dockerfile, devcontainer, and GitHub Actions workflows from MintMaker updates. Enable only dockerfile, gomod, tekton, and custom.regex managers. Production image updates (Dockerfile.rh) and Go dependency updates continue as normal.
