[libphonenumber-csharp-bot]

Syncs resources/ from google/libphonenumber v9.0.43, regenerates resources/locale/country_names.txt, and records the release in CHANGELOG.md.

Review and merge this when you are happy with it - that is the intended way for a metadata release to ship.

If it is still open at the next daily create_new_release_on_new_metadata_update.yml run, that run regenerates this branch from v9.0.43 and turns auto-merge on, so a sync is never left stalled because nobody was around. Don't push fixes to this branch - that regeneration force-pushes over anything else that is there, deliberately: the commit that merges is always one this automation just built.

On merge, finalize_metadata_release.yml tags the merge commit, creates the GitHub release, and dispatches the NuGet publish.
