160-162: 📐 Maintainability & Code Quality | 🟡 Minor | ⚡ Quick winAllow the permitted boundary regression exception.
Lines 135-136 permit boundary regression tests for parent-approved dependency allowances, but this checklist requires “no new behavioral tests” without that exception. This makes the guidance internally inconsistent and can cause authors to omit a required regression. Repeat the exception in the final-diff checklist.

160-160: 📐 Maintainability & Code Quality | 🟡 Minor | ⚡ Quick winPreserve the allowance-regression exception in the final checklist.
Lines 134-135 permit boundary regressions for new exact dependency allowances, and lines 58-61 require those regressions. This checklist says “no new behavioral tests” without that exception. A compliant allowance migration would therefore fail its own final-diff review. State that boundary regressions for new exact dependency allowances are permitted.

Keep actual dependency allowances with their migrations, approved and applied by the parent after source review. Capture the shared-fixture and inventory-reference omissions found during migration review.

Updated the final checklist to repeat the exception for boundary regressions covering new exact dependency allowances. It now agrees with the migration step. Skill validation, discovery, Markdown checks and pre-commit checks passed. @coderabbitai review |

The other migration reviews exposed two recurring gaps. The skill now also requires exact rejected-target assertions in boundary tests and mechanical repairs to startup descriptions affected by a migration. The dependency allowances remain in their migrations. Skill validation, discovery, Markdown/link checks and hooks pass. @coderabbitai review |

ref https://linear.app/ghost/issue/PLA-546
Service roots could inject an approved JavaScript helper through an extensionless import or explicit package entry without a diagnostic. Recognize those paths and cover them with a synthetic policy fixture.
The migration skill now calls for source review, exact library allowances with rationale and boundary regressions in the migration that needs them, and review of unclear ownership or broader policy changes. The skill also requires exact rejected-target assertions and repairs to affected startup descriptions, alongside the indirect-fixture, CommonJS cache-isolation and inventory-reference guidance.
This PR changes no dependency allowances. The actual allowances and their boundary regressions are in #32169, #32170 and #32171. #32168 is an independent test repair based on main.
Validation:
NX_PARALLEL=1 NX_DAEMON=false NX_TUI=false pnpm checkpassed. The native boundary/injection suites passed 39 tests; the new regression fails with the old guard. Skill validation, discovery, Markdown, links and normal commit hooks also passed after the final guidance-only correction.
