Updated member attribution to boot-owned initialization - #32171
Boot awaits Member Attribution before Staff, Members and Email retain its collaborators. The ready service owns its existing attribution builder and constructor-wired outbound tagger. Parser URLs remain captured at initialization; tracking and outbound tagging settings remain live per operation.
This single migration commit targets main and includes exact allowances for string utilities, referrer parsing, toPlain and link-replacer, with a boundary regression. Source review found helpers operating on supplied data without application-owned resources; sibling imports remain restricted. The exact toPlain allowance also appears in #32169 because both independent migrations need it. Staff, Members and Email inventory descriptions record awaited attribution readiness.
Validation: 278 focused root/helper/Staff/mapper/Email/boot/inventory tests, 92 native root/policy/injection checks, and 10 report/schema checks passed. Core/tooling types, lint, boundaries and the detailed service report are clean. Booted-consumer checks passed 18 cases and URL integration passed 36. pnpm nx run ghost:test:e2e test/e2e-api/admin/members.test.js --maxWorkers=1 --testNamePattern=attribution passed 10 selected API cases.
The full NX_PARALLEL=1 NX_DAEMON=false NX_TUI=false pnpm check passed Core units/types but failed the gx date-offset test: expected five days, received four. The identical assertion reproduces in an isolated run on clean main. No assertions or timeouts were changed.

## Task routing and important warnings

and read the [services guide](ghost/core/server/services/README.md) before
adding or relocating a service root; apply its placement rules rather than
inferring ownership from existing directory names. New standalone services
use TypeScript; keep CommonJS only
at existing `require()` boundaries. Boot owns service initialization; do not
initialize on the first request.
The member-attribution service moves from a CommonJS wrapper to a TypeScript defineService root. Boot now awaits its initialization before starting other services. Service consumers and tests access the attribution builder and outbound link tagger through the initialized service graph. Dependency rules and the service inventory now include the TypeScript root.

Full details: Title check
Explanation
The title states that Member Attribution moved to boot-owned initialization, which matches the main change: boot now awaits the service before Staff, Members, and Email use its collaborators, and the wrapper module is replaced by a default-exported TypeScript service. The title is concise and specific. It omits the allowlist changes to the dependency rules, which is expected for a title.
Full details: Type-Safe Boundaries
Explanation
No type-safe boundary failure is introduced. The new TypeScript root preserves the deleted wrapper's existing config.getSiteUrl() and settingsCache.get() callbacks and model wiring. The changed production code adds no any, unchecked as, @ts-nocheck, or @ts-ignore. HTTP attribution handling and its existing UrlHistory.create() validation are unchanged; the other changes only update service-root access and initialization order.
Full details: New Files Are Typescript
Explanation
The pull request adds only one file: ghost/core/server/services/member-attribution/index.ts. It adds no new .js, .jsx, .cjs, or .mjs source file. The changed JavaScript files are pre-existing files, and the old index.js file is deleted.
Full details: Tooling Ownership
Explanation
The changed tooling paths have valid owners. Root .dependency-cruiser.cjs and .oxlintrc.json are shared repository configuration, and the boundary command imports them from the root. tools/scripts/test/service-dependencies.test.ts is a repository-validation test in the documented central tools/scripts/test/ directory; @internal/scripts runs test/*.test.ts, so this test is included. All other changed paths are Core service code, service inventory, or tests beside their owning service. No tooling placement or execution problem is introduced.

### Migration assessment
#### Dependency assessment
A newer complex dependency assessment supersedes an older straightforward
overall estimate for planning: that service needs preparation before a small
initializer migration. A straightforward dependency assessment does not establish
an easy lifecycle migration, sufficient test coverage or passing tests. Existing
`blockers` and contract evidence still apply. Preserve this assessment as historical evidence
when marking a service migrated; recheck it against current source before use.
Do not store report totals in the inventory or infer kernel requirements from
violation counts. Shared primitives need a demonstrated application-independent
contract; feature-specific helpers stay with their owners.

### Migration assessment
#### Dependency assessment
Recorded summaries link to source and test evidence using paths relative to
`ghost`. Entry points are relative to this services directory and include
separate composition paths reached through deep imports. They are not a list
of every importable helper, type or job definition. An empty test list means
the summary has source evidence only, unless it links historical tests. A nonempty
list does not imply that every claim is tested: when coverage is partial, the
summary must say what the cited tests assert and which claims are source-only. Keep established source facts
under `contracts`; reserve `unverified` for questions the audit has not answered.
